A Decree of Order and Trade by Crown and Council
These laws apply strictly within the city walls of Avalon and any directly governed settlements or districts.
All non-citizens must pay a gate toll upon entry:

Trade goods entering the city are taxed based on their nature and bulk:

Registered merchant guilds pay a flat 12 Silver weekly to bypass per-crate tolls. This must be displayed with a stamped Guild Token at the gate.
Foreign currencies may be exchanged at the Central Treasury Hall.
Minor: 3-day detention or fine up to 5 Silver
Major: Branding upon third offense
Any use of magic without permit within the inner walls is a Class II offense
Immediate trial by tribunal. Punishment includes execution or eternal exile.
Fines begin at 10 Silver and increase based on injury severity.
Confiscation and 25 Silver fine. Imprisonment upon repeat offenses.
Drunken behavior, incitement, or disruptive rituals face fines or temporary barring from city districts.
These looser laws govern conduct in borderlands, valleys, traveling roads, and small townships under the Avalon Banner.
Collection outposts along roads charge waypass tolls for upkeep of protected routes:

Permitted, but caravan masters must register inventory at least once per season or face seizure of goods.
Designated towns allow barter-based trade with minor oversight. Exchange of cursed goods or Abyssal objects is strictly banned.
Law enforcement beyond the walls is managed by:

Border Magistrates
Local Militias
Free-form unless it endangers trade, populace, or stability of a town (e.g., summoning creatures, mass enchantment).
All creatures must be marked or branded. Wild summoning is banned near civilian settlements.
Nobles, officials, or major merchant guilds may carry a Writ exempting them from tolls and granting road priority.
Priests, Scholars, or Adept Seekers are exempt from cargo tax but must register at the nearest shrine or town hall.

The Kingdom reserves the right to alter tolls, taxes, and laws based on trade season, war, famine, or celestial events.
Failure to comply within or beyond the walls subjects all individuals, citizen or outsider, to the full weight of Avalon's judgment, as delivered by sword, coin, or decree.
