Laws Within the Walls

These laws apply strictly within the city walls of Avalon and any directly governed settlements or districts.

Taxation and Toll Laws

Gate Toll

All non-citizens must pay a gate toll upon entry:

Pedestrian 1 Silver
Mounted Traveler 2 Silver
Cart (non-commercial) 3 Silver
Trade Caravan 5 Silver + merchandise levy
Airship Docking 3 Gold landing + 2 Gold per day

Merchandise Levy

Trade goods entering the city are taxed based on their nature and bulk:

Perishable Goods 2 Silver per crate
Weaponry or Magical Goods 5 Silver per crate
Luxury Items 8 Silver per unit/crate gems, silks, rare alchemical components
Livestock 1 Silver per animal

Guild Exemptions

Registered merchant guilds pay a flat 12 Silver weekly to bypass per-crate tolls. This must be displayed with a stamped Guild Token at the gate.

Currency Exchange

Foreign currencies may be exchanged at the Central Treasury Hall.

  • Other forms (metals, notes, etc.) are subject to a 10% exchange fee
  • Any currency that is modern or sci-fi is not exchangeable or worth anything within Avalon

Crime and Punishment

Theft

Minor: 3-day detention or fine up to 5 Silver

Major: Branding upon third offense

Public Spellcasting

Any use of magic without permit within the inner walls is a Class II offense

Murder

Immediate trial by tribunal. Punishment includes execution or eternal exile.

Assault

Fines begin at 10 Silver and increase based on injury severity.

Unregistered Magic Items

Confiscation and 25 Silver fine. Imprisonment upon repeat offenses.

Public Disturbance

Drunken behavior, incitement, or disruptive rituals face fines or temporary barring from city districts.

Civic Duties

  • Visitors must comply with all guards and public officials
  • Any citizen or visitor found impeding Kingdom business (court, construction, etc.) is subject to fine
  • Curfew within noble and magic wards begins at the 10th bell

The Outerlands Code

These looser laws govern conduct in borderlands, valleys, traveling roads, and small townships under the Avalon Banner.

Road & Trade Laws

Waypass Toll

Collection outposts along roads charge waypass tolls for upkeep of protected routes:

Foot Traveler Free
Cart or Caravan 1 Silver per axle
Magical Cargo + 2 Silver per unit
Airship Docking (minor village) 3 Silver landing fee

Unregulated Trade

Permitted, but caravan masters must register inventory at least once per season or face seizure of goods.

Barter Zones

Designated towns allow barter-based trade with minor oversight. Exchange of cursed goods or Abyssal objects is strictly banned.

Punishments

  • Theft: Fines or public stocks
  • Honor Grievances: Dueling rights (must be registered with town reeve)
  • Death Sentences: Must be reported to Avalon within 7 days for ratification

Magic Use

Free-form unless it endangers trade, populace, or stability of a town (e.g., summoning creatures, mass enchantment).

Beast Handling

All creatures must be marked or branded. Wild summoning is banned near civilian settlements.

Special Clauses

Writs of Passage

Nobles, officials, or major merchant guilds may carry a Writ exempting them from tolls and granting road priority.

Traveling Exemptions

Priests, Scholars, or Adept Seekers are exempt from cargo tax but must register at the nearest shrine or town hall.

Way Portal Fees

When using local wayportals:

Local Portal 2 Silver
Interrealm Portal 6 Silver minimum
Illegal Portal Usage Punishable by exile

Closing Decree

The Kingdom reserves the right to alter tolls, taxes, and laws based on trade season, war, famine, or celestial events.

Failure to comply within or beyond the walls subjects all individuals, citizen or outsider, to the full weight of Avalon's judgment, as delivered by sword, coin, or decree.
